Yesterday, March 19th, was the final day for individual legislators to introduce new bills in the State Assembly or State Senate. And did they ever! Seventy five new bills were introduced in the Assembly and, not to be out done, 127 new bills were introduced in the Senate!
I've looked at every one of these new bills and I haven't been able to find a firearms related bill in the bunch. At my count we now have 8 bills in the Assembly and 3 bills in the Senate that deal with firearms related matters. These eleven bills are listed throughout SECTION 11. Each was highlighted when it was introduced and several have already had their first hearing, also highlighted. But let’s run them down and give their status as of today. A.B.21—Increasing CCW Fees. Had its first hearing in the Judiciary Committee on 2/19 no further action has been taken.
A.B.91—Explosives Restrictions. This concerns reloaders. It has been amended and has been heard twice in the Government Affairs Committee. The amended bill is still not published, but we’ve been assured that hobbyists will be protected. The last hearing on this bill was 3/12.
A.B.95—Firearms Protection in Emergencies. This would prevent confiscation of firearms during emergencies such as happened in New Orleans during Hurricane Katrina. This has been sent to the Government Affairs Committee where it waits for its first hearing.
A.B.107—Prohibiting Certain Knives From Schools. This one would prohibit “dangerous knives” defined as any pocket knife with a blade over 2”. It had its first hearing in the Judiciary Committee on 2/28. No further action has been taken.
A.B.191—Prohibiting CCW’s From Carrying in Buildings that have a Courtroom. This is a little complicated, but in essence if the court rents space in a facility then no one holding a CCW can carry in any part of the facility not occupied by the court as well the court itself. The Judiciary Committee has had one hearing on this bill and no further action has taken place.
A.B.268—The CCW Reciprocity Bill +. This one has its first hearing 3/22 in the Judiciary Committee. It allows the Attorney General to grant CCW reciprocity to states that meet certain qualifications. In addition it eases the requirements for which firearm a CCW can carry.
A.B.343—Changes the Residency Requirements for Discounted Hunting and Fishing Licenses. This has been sent to the Natural Resources, Agriculture & Mining Committee. No hearing has been set.
A.B.398—Changes Some Provisions Regarding Justifiable Homicide. This bill ads “fear” to be allowed as a defense and allows protection of a motor vehicle. It has been referred to the Judiciary Committee. No hearing has been set.
S.B.92—Changes Clark County’s Exemption from Preemption. Senator John Lee’s bill that will eliminate the unique ordinances in Clark County that require registering handguns, etc. It had its first hearing 3/14 in the Senate Government Affairs Committee.
S.B. 237—The Senate’s Version of the CCW Reciprocity Bill. Similar to A.B.268 it will have its first hearing in the Senate’s Judiciary Committee 3/21.
S.B.286—Allows Teacher to Carry Concealed in Classroom. This is Senator Bob Beer’s bill that would allow teachers to protect themselves and their students. It has been referred to the Senate Transportation and Homeland Security Committee. No hearing has been scheduled.
I think this is all of them, but if I’ve missed any please let me know so that we can get them included. We'll now follow these bills as they go through the process of hearings, votes and enactments.
